using wp-charts with a wordpress.com blog?

This may be a stupid novice question; if so, my apologies.
I don’t have wordpress installed, I simply maintain a few blogs via wordpress.com. I would like to use the wp-charts plugin for one of them, but cannot figure out how to install it from the dashboard.
Are plugins only accessible to those who have installed wordpress and are running it themselves, i.e., not available for blogs that are hosted at wordpress.com?
