USPS Shipping is calculating per item and then adding together?

For some reason, it’s calculating shipping each item individually and then adding that total together.
For instance:
1 item at 1 ounce is saying it costs $2.54 first class or $5.75 Priority to ship.
1 item at 1 pound is saying it costs $5.95 Priority to ship.
Add both items, and instead of calculating the cost at 1.1 pound which should be around $6.50, it’s adding both the above Priority costs together for a whopping $11.70. I don’t think this is how it’s supposed to work?
Using WP E-commerce version 3.11.1 with Twenty Fifteen theme and only other plugin is Ultimate Maintenance Mode, which I have tried deactivating which does not fix the problem. I have my own USPS API account.
