UTF but characters garbled after upgrade/downgrade

    I’ve just upgraded mine to 2.3, however after the upgrade, I’ve seen the errors reported here, and my Japanese entries got garbled although it shows correctly on phpmyadmin.

    So I deleted the files from my server and deleted tables from database then imported the saved data.

    Next I downloaded 2.2.3 and followed the upgrade process, however, I still am having garbled character problems.

    What could be the possible problem?
