utf8mb4 and servers that don't meet MySQL requirement

    This is more about getting questions answered then a support question. I could not find my answer in the forum in trac

    My understanding is that an upgrade will fail if the server requirements are not met (specifically the MySQL version). Is that accurate?

    Similarly, for a new install where the requirements are not met, does/should the install fail?
