v3 CAPTCHA doesn’t appear on registration form

On a relatively new install of UM and a fresh install of this plugin, using V3 causes no CAPCHA to appear on the registration form and allows user to register. The blue square from Google saying the site is protected does appear.

Switching to V2 causes everything to work fine with no other settings changes.
