validate the email address with additional textfield

i have purchases login popup and verify email plugins and i have issues to work out, please help!
1.)for registration, i need to validate the email address with another email textfield, how can i achieve this?
2.) is there as easier way to populate the dropdown list with US states or do i have to create an option for them each individually?
3.) the login popup is not on the top layer , it is covered by the header, need to bring to top view
4.) how to specify accepted number range input on numberfield input – ex: only accept input from any number between the numbers 200 to 300. is that possible thanks!
