value to show above column

For the column chart –
Is there a way to have the value of the column to always show above the specific column?

Lets say my x-axis is years (2000, 2001, 2002) and my y-axis is population growth.
and let’s assume in 2001 the population was 450 (billion). I want the 45 to show above the 2001 column, and not only on the y-axis.

Is that possible?
