VAT per country

You may not be doing anything wrong. ?? If you are i NL and test the german vat, the system may know you are not in germany due to IP-adress and so on. If you could get an actually german in Germany to test it, then you will know for sure.

• Product Edit Settings showing the Tax Class
• Cart or checkout page displaying the VAT rate

Whenever I go to the shopping cart and enter a German address it keeps showing 21% VAT. What am I doing wrong?

Did you have a chance to try with having the WooCommerce Multilingual & Multicurrency: door OnTheGoSystems plugin temporarily deactivated, and see if the issue persists?

Furthermore, I noticed various tax classes for NL, which appears to be redundant—as they all share the same tax % and the specific countries you are selling to are already defined in the Settings > General screen.

I deactivated WooCommerce Multilingual & Multicurrency but the issue persists. I also deleted the redundant tax classes.
In the meantime I’ve received a couple of orders from Germany but still 21% tax was calculated instead of 19%.

I was checking on my testing site that is using latest WooCommerce version as well as the Storefront theme, and it is working on my end:

As mentioned by @anastas10s I think you can keep only one tax rate for the Netherlands (At least only one while you check for the issue).
