Since update 2.1.0, the PayPal Vaulting checkbox is hidden from the plugin settings if the connected PayPal merchant is not enabled for Reference Transactions. PayPal and Advanced Card Processing also have their own separate Vaulting settings while they previously shared the same setting.
I’ve read on another issue that we need to disable Pay Later, but I don’t think we even have this enabled
It’s the other way around: As long as Vaulting is enabled, the Pay Later feature cannot be activated. But the reason you don’t see the Vaulting setting most likely is the lack of Reference Transactions or “Vault approval”.
How do I turn vault back on?
It depends on which Vaulting feature you would like to enable. Do you want to use PayPal Vaulting or Advanced Card Processing Vaulting for credit cards? Rolling back to any plugin version 2.0.5 and older would allow you to enable the (shared) Vaulting feature. But please be aware that you may be able to activate Vaulting in the plugin, but without approval, it wouldn’t actually work.
So to properly activate PayPal Vaulting, you must sign up for approval. Advanced Card Processing Vaulting can be used without additional approval, but version 2.2.0 has a bug that hides the ACDC Vaulting settings. This could be worked around with this pre-release version of the next update.
