The vegetarian count increases if a guest declines the rsvp, but chooses yes for vegetarian. This occurred after a guest was planning on attending, but later changed their response without updating the meal option – which I wouldn’t expect them to think of.
I would recommend having the counts for kids meal and veg meal only include guests attending.
