Verification before Charging Card

We are building a site for selling jewelry online and want to be able to call the customer first (for verification) before charging their credit card on certain items. We will be using Paypal.

Is there a way to have the customer complete the checkout process with Paypal, however the card not be charged, (only for some items) until we perform our validation checking ?

Once the validation is complete, then we want to have the card charged and complete the order.
