Verification emails – turned off, emails are still sent

Hi,

I’ve a problem with the verification emails.
Verification emails are turned off, but the useres still get them and they shouldn’t.

I tried to change some entrys in the php-files, but I couldn’t find the right entry.

Can someone please help me or has someone a clue for me?
