Version 5.9.3 Removes Posting Options

Wordpress Version 5.9* removes the options for new posts (or editing old posts) to include or change the Categories, Tags, or Featured Images.
As I’ve been told I have to register this problem separately, I am doing so.

I have restored to a backup, I have disabled all Plugins, and at present I am basically sitting on a crippled website because I’m tired of trying to get it to all look/work right when the posting options aren’t available.
