Vertical Scrolling banner to move with page

I’m trying to add a banner on my website so that as the user scrolls down the page that banner image scrolls down with it.

I don’t know the correct search term for it.

Does anybody know if there is a plug-in for this sort of thing or know how to put the vertical scrolling banner image into wordpress???
