It’s a little bit specific with Flattr.
You can receive donation only for specific “things”. But to create things in your Flattr profile, you have to put a Flattr button in an online web page.
To receive donation for your WP Dashboard Notes, for example, you can add the “auto-submit” button : https://developers.flattr.net/auto-submit/

You could do a link in your readme.txt plugin file for example.
Your “thing” is created in your profile when you receive the first donation.
