Video Whisper Plugin Pixelation

Anyone know why my live stream with videowhisper is pixelated with inconsistent FPS (Frozen frames/15-25 FPS)?

I’ve tried 2 different media encoders on a 512 MB Rackspace cloud. I’m using Xsplit as my source and I’ve tried Red5 and Wowza Media servers. The FPS and picture quality with Wowza was an improvement over Red5, but still not where I want it to be.

When I broadcast from the same video source to Twitch.TV (Justin.TV) my picture quality is acceptable with no pixelation and yields consistent smoothness ranging from 25 ~ 30 FPS.

I won’t be streaming long, but at least the picture quality can be compared through the links provided.
