Video Won’t Play On Mobile

I can’t get the video to play on our site on mobile. Works fine on desktop. I’m able to replicate this by choosing any phone emulation in Google Chrome with the element inspector. The screen size does not affect it when viewing it responsively, just if it thinks it’s displaying on a phone/tablet.

Can you please fix this or point me in the right direction to resolve it?

Also, is there any way to display the video header on all pages? Ideally, I’d like to just make the “Front Page” settings the same for all pages so that I can also include the widgets that appear there. (I’m willing to do a hard code change myself if you can tell me where that’s at.)
