view, but not post/edit?

I already have members restricted to their own posts for editing. But they still have the option to post to all categories. With this plugin it is supposed to restrict the only category I don’t want them posting to. But it’s a featured category. I don’t want just anyone posting to the featured category, but I do want them to see the posts. How do I do that?
