Visual Editor Disappears

Since upgrading to 2.8, my visual editor has disappeared. The tab remains, but all of the visual editor icons are gone. I’ve tried deactivating all plugins, but when I do this, the visual editor does NOT reappear, so I’m assuming this is not a plugin issue. This is driving me buggy – any help is much appreciated!
