Can you try deactivating all plugins and switching to the default Twenty Thirteen theme to see if the issue persists?

No change.

What browser are you using? Try with a different browser.

Please also post a link to your site with all plugins off and twentythirteen theme active.

This is not a theme or plugin issue. This is STRICTLY an update issue. Everything was fine until the update.

But your screenshot shows an old version of the dashboard, an old version of WordPress

Until you have gone through the standard troubleshooting steps, there is no way to determine that. It’s possible that one or more of your plugins or theme is causing that problem. Or that going through the process may, in fact, fix it.

I have gone through the steps, that’s why I’m posting the issue here.
The typical steps are not working.

As you can see, the theme is colored – it’s not an old version of WP. It is 3.8.

If you’ve gone through those steps, then the next ones are to reset the plugins folder – by renaming it to pluginsHOLD – which will deactivate all plugins completely in case any are not fully deactivating the regular way.

Switch to a default theme while they are deactivated that way.

If still not working, you’ll need to manually (via FTP) replace all files and folders from a fresh download of WP EXCEPT wp-content, wp-config and .htaccess. Be sure to delete the old files and folders before uploading the new ones.

Oh, and did you try more than one browser as I asked above?

Again, I’ve done all that.

I re-re-reinstalled it, and no change.

Changing the browser was a bust. Again, I did that already.

What browser are you using?

FF is my default browser. I checked it with IE.
