visual editor not working

Last night I updated to wpress 4.6.1

Today when trying to create a new post, under the default text button all is normal:

However when I click on the visual tab, no buttons appear:

The same thing happens in the forums too.

I have done all the browser cache things, multiple browsers, no solution.
I have been through all the plugins and done those, no joy either..

I am not very techy so if you have some suggestions please try and keep them as simple as you can please.
