visual editor not working after update to 3.9

please forgive me if i am in the wrong forum and please move me moderator….the visual editor on my site is not working on all browsers ..i used the debug script… inactivated all plugins to no avail …i switched themes and it was fine ..i went back to theme i was have problems with and took this screen shot. it will explain everything + the js that was having an error screencast .. i need to know what to do
