Using the [gallery] shortcode, the images can be ordered by dragging the thumbnails in the visual editor. However, if the post is subsequently edited the images are re-ordered. The order is always the same but it isn’t by ID or timestamp. Switching to the text editor the order that the IDs are listed in the shortcode is correct: the problem is only with the visual editor, but if the gallery is edited, the shortcode is updated with this corrupted order when the ‘Update Gallery’ button is clicked. This seems to be a bug in the gallery visual editor.
    This is with WP 4.9.4.

I can’t reproduce this. This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.

If you can install plugins, install “Health Check”: https://www.ads-software.com/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

The problem was with the Post Types Order plugin. In the settings screen there’s a tick box to apply the custom sort order to admin screens as well as the front-end. This was ticked, which I hadn’t even noticed. When cleared this problem goes away – a very simple fix. When I first installed this plugin a few years ago there were a few issues with it which I fixed myself. As I had modified the code I haven’t been updating it. I must check out the latest version.
