Voting Restrictions Not Working

We have the newest version of the plugin installed, and it is set to only allow each person to vote once. It appears that the form is still allowing multiple votes anyway however.
We have vote permissions set to Guest, limit votes to Yes, and votes per user to 1.
Can you help?

“Limit Votes” works when allowing votes from registered users.
When allowing votes from Guest, “Block voters” should be used.
