w3 total cache Unable to connect to 127.0.0.1:21

Hi, i installed w3 total cache successfully and even upload “wp-includes”. However, when it came to uploading the theme files, i couldn’t get to successfully upload it. I kept getting this error “Unable to connect to 127.0.0.1:21”. I have even tried with the passive mode on and off but to no avail.
