We’re sorry to hear about the issues you are having with the Yoast Duplicate Post plugin.
Just to clarify, right now, you are seeing the ‘clone’ option twice and the ‘rewrite & republish’ option once, but are unable to still find the ‘new draft’ option even though you’ve enabled it in the settings page, correct?
Would it be possible for you to send us a screenshot of exactly what you are seeing when you go to your posts overview page? You can use something like snapboard.io to upload a picture and share a link here.
Could you check if you are using the latest version of Yoast Duplicate Post v4.1.2, as well as the latest version of the rest of your plugins and themes?
Often, we see problems occur in combination with another plugin or theme. The fastest way to rule out any conflict, is to deactivate all non-Yoast plugins and switch to a standard theme like Twenty Twenty.
Please test this on your development or staging site, if you have one. If not, we recommend using the Health Check & Troubleshooting plugin. This plugin has a troubleshooting mode, which does not affect normal visitors to your site.

If you start with a default WP theme such as TwentyTwenty, and then only activate Duplicate Post, are you still encountering the issue?
