Waiting for localhost

Hello, i installed new wamp server on my ssd drive on a fresh windows, and i noticed strange kind of things most likely on IE v.11 i have wordpress site wich homepage weights about 2MB and sometimes site doesnt load at all when i try to go on other browsers other places like phpmyadmin it doesnt load too, i need to refresh it about 10times to get back to work like normal or restart all services it makes imediatly working till the next crash is it my wordpress or wampservers fault?
