Waiving the Signup fee for Upgrades

When clicking the upgrade option, the signup fee is included. Is there a way to wave the signup fee if they are trying to upgrade from an existing account. The only way I know is create additional subscriptions and link those without the fee but this creates major issues for various shortcode links.
