Want soft image with text on top – is it possible?

I’m not really looking to just add an image to a widget. I really want the image to be the background of the *entire widget* (I’ll use an image with a reduced opacity). Then, I’d like the text to sit on top of that, and allow the entire widget block to be an active link to my contact form. Is it possible?
