    Use the ‘woocommerce_cross_sells_total’ filter.

    add_filter( 'woocommerce_cross_sells_total', 'limit_woocommerce_cross_sells_total' );

function limit_woocommerce_cross_sells_total() {
return 4;
}

    Excellent. Thanks Mike. I need to take a little time and look at the hooks and filter references to find more of what I need.
