Want to take out comment section

Hello! I changed the theme on a site that was built by someone else to Twenty Thirteen. I like how it turned out, but there’s a section at the bottom for “comments” I would like to take that out. Without taking out the cream colored bar. Where in wordpress editing can I find that? It says “Leave a replay”, then it has a box and button to submit comments. I’d like to take that out. Can you tell me where I can delete it?
