Wanting to do something similar to failblog

I’m looking for what might be involved in setting up a site similar to https://cheezburger.com/ or https://failblog.org/. I have an idea (subject) for a similar type of site for people to upload their photos.

I’m believe these sites are done in WordPress but when I login, it just gives me an option for uploading an image and than captioning it. Also for creating a username and password. So obviously I want to do similar so people aren’t blogging, but simply uploading an image for the site.

Is anyone familiar with these or similar sites and have any idea of what kind of plugins they might use?
