Warn if user is trying to leave 1-3 stars?

Can you share your thoughts what type of warning in the popup you want to show the user when he is leaving a low rating?

something like, “we’re sorry you’ve had a bad experience. Before you post your review, feel free to contact us so we can help resolve your issue”

Can you please let me know some JS so i can detect on click of your 1-3 stars so i can show a pop up to tell people a mesasge trying to leave low stars?
