Was This Ever Included In Core ?

I should have left this question alone and will close this thread out myself. Kevin Marsden (a Happy Engineer from Automattic) sent me these two links to previous discussions amongst core developers: https://core.trac.www.ads-software.com/ticket/24864, and https://make.www.ads-software.com/design/2013/07/29/discussing-genericons-and-dashicons-with-ipstenu-and-george. Evidently, much discussion has already been made and it was pretty much left to plugin territory. I’m happy with that, and sorry I didn’t have enough facts before I started this thread.
