way to accept a payment before upload?

hi i want to be able to let a user upload 3 files after making a payment to upload them,is this possible?

example: user comes to my website, he sees a promotion service advertised where he can pay to have his content featured, he would then be able click through to the page to make a payment and when the payment is accepted the upload files form would appear to him where he can then proceed to upload the 3 files or he could select the 3 files for upload first then proceed to checkout and after paying the files will upload? then i can use the files to feature him in a post.

can this be achieved with this plugin? i see lots of plugins that allow payments for downloads but what about recieving payments for uploads?
