wc_bulk_discount_configurer doesn’t work

I have created private product ‘wc_bulk_discount_configurer’ and have set it to apply discount if quantity min is 3 and discount is $2: https://www.terryhershey.com/product-category/cards/
But when I test it, it doesn’t apply the discount.
