Thank you for reaching out to us with your query. I understand that you do not ship or deliver products and would like to prevent shipping options from appearing at checkout. One way to achieve this is by changing the product type. When a customer purchases a product, you can prevent shipping options from being shown at checkout by marking that product as ‘Virtual’ in the product settings. If you want to display a message like “We do not ship” instead of the shipping options, you might find the Say What plugin useful. It allows you to replace any text on your site. You can find it here.

Is there a way for WooCommerce to prevent shipping options from appearing and instead display something like “We do not ship” when a customer fills out the cart or proceeds to checkout?

Could you please elaborate on the customer workflow at the site, thus putting us in a position of being able to assist further?

A way to implement this, is by setting up Free shipping (related documentation linked here, for your convenience), and rename it as “We do not ship” — or whatever is required.
