Manager for Block Navigation menus needed

After I switched to Block Theme I realized that Menus are gone. Not supported.

In Block Navigation menu are created automatically under generic names and there is zero management except adding and removing items in existing menu.

I cannot find how to rename menu, duplicate menu or delete menu – not menu item but whole menu.

Some searches show that sometimes in past there was option to manage menus on Navigation Block, but in current version of WP such option does not exist.

We need Navigation Manager that allows:

• renaming menus
• duplicating menus
• deleting menus

Or, if there is way to manage Navigation menus (not menu items) in current WP, I would like to learn how.
