Weak Password issue

When using PMS registration for new customers, if they enter a “less than secure” password, they get an error but are not returned to the registration page to supply another password.
Instead, a “subscriber” type user is created, the “customer” user type is not added, and the customer is not taken to the merchant payment screen. When they try to access the restricted content, nothing is displayed. If they log out and do a password reset, it’s not going to take them to the payment screen again. And I’m not sure if they were able to log in either.
