the shortcode:
[shortcode-weather-atlas city_selector=2336951 layout=”horizontal” current=0 detail_forecast=0 daily=0]
is ok.
It shows current condition and sunrise/sunset for Glendale, AZ.
But the purpose of shortcode is to be placed on specific page/post.
In order to display widget on every page, you should use standard placing in sidebars or content bottom etc. (depending on theme you’re using)
Go to “Appearance > Widgets” in Admin panel
Under “Available widgets” section find “Weather Atlas Widget” and “Add Widget”
You’re done!
Your Weather widget should be visible on your site.
Only thing left is to set all widget’s options (Admin panel “Appearance > Widgets”)

Typically, WordPress themes add sidebars next to the content or in the footer area. Not many WordPress themes add widget-ready areas above the content are or in the header.
There are few intermediate level tutorials that show how to change your WordPress theme files and write CSS in order to display widget in a header.
but I’d recommend placing a widget in a sidebar and avoid complication with changing a theme (and future possible problems with upgrading theme)
