Webhook doesn't fire… (BUG)

Woocommerce webhook doesn’t fire if order is updated via API or mass edit function in editor. It only works if you change each individual order manually.
(Webhook is setup correctly. It triggers on “order updated”)
How to fix this?
I have latest WP and WC installation.
