Website developed in WordPress has one issue with Publish button

Hello guys and thanks in advance for trying to help.
I have a Website (www.wisestories.com) developed in WordPress and it has one issue with the Publish/Update and Submit for review buttons. My developer says it is not in the program but the hosting that I have which is Ipage.com
My developer did a good job but there is this issue with the website that annoys me.
The site was developed in WordPress and it has a dashboard side where members/users can go and submit a story that would come into admin site where I can publish it.
The problem is that ‘submit for review’ and ‘publish’ buttons do not seem to work in the dashboard side. When clicking on it nothing seems to happen.
My developer says it is not their fault and they experience lapses in the server. I called the server company and they said it works fine.
Any ideas what could be the problem?
To see the problem please go to https://www.wisestories.com click on ‘submit a story’ then try to go and add a new story with a title and then hit ‘Submit for review’. That is where I have the problem.
