Website suddenly popping up false “cyber security” warning, can’t find bad code.

My blog at https://www.pdxoutsider has become infected with something and I can’t find it. it’s popping up false “cyber Security warning” stuff.
I’ve checked all the index.php, header, footer, and css, and can’t find the malicious code. All I’ve found is that the cache.php file contains a bunch of what looks like nonsense:

Anybody know if a) this is malicious, or b) if I can remove it? Can I just delete cache.php, and the system will make a new one if needed? I’m a relative newb at php, but I’ve got to kill whatever this is.
