Website takes 30s to load

I have a client site using The7 theme that takes around 30s to load when it hasn’t been requested for a while. Once a website request has come through, the website loads pretty quickly, within a few seconds – even after local browser caching has been cleared.

W3 TotalCache is installed with minified JS and CSS and HTML disk caching.

We are aware that the rotating GIF is large and needs to be optimised.
