There is no skin in WP – it is called theme.

It can be done. It has been done many times. Any website’s design can be turned into a WP theme.

I’ve seen alot of the freecsstemplates.org templates being ported to a wordpress theme. Use Google or the theme viewer to find the wordpress theme, that matches the template you like.
