Please, Could you try to unchecked the option to “Anyone can register”?
(Over to Settings-> General page in your WordPress admin area).

Also, for increase the security, you can redirect the traffic of your website from http to https (SSL certificate) with Really Simple SSL plugin – https://www.ads-software.com/plugins/really-simple-ssl/

I have already unchecked that option before but it seems all in vain ??

Re SSL certificate, my client does not want to pay a yearly fee for SSL Certificate.

Is there anything else that i can do to stop this spam? It is keeping my cpu usage 100% (most probably due to this issue).

Ok. If the registers are created automatically (from bots), you can stop these with a reCaptcha plugin. (You need Gmail account for configure).

I understand the issue. Anyway, the SSL certificate it′s important for security. I recomend you that explore on any hosting providers, because the SSL for Let′s Encrypt is free.
