    i need the charge the customers by weight, when its over $100 customer will get free shipping.
    But then the weight is more than 5kg, even tho the purchase amount is more than $100, he will get charged with shipping

    does your plug in do that as well?

    Yes, you can do that with rules like:
    1. Order Weight: below 5kg; Order Subtotal: above $100; Base Cost: 0.
    2. Order Weight: below 5kg; Order Subtotal: below $100; Base Cost: X.
    3. Order Weight: above 5kg; Order Subtotal: any; Base Cost: Y.
