Weight table missing

The weight options form the shipping rule table seems to be missing so I can not create or edit them, please see screen shot here: https://www.dropbox.com/s/8j6iymp228amzrp/shipping%20rules.PNG?dl=1
In the setting the weight is a selection option (also please see screen shot here) :

Any help would be great.
