WF Central: keep finding “Wordfence installation is incomplete”

I’m using the new WF Central dashboard, and we’ve added over 170 sites. I did not have this issue before we set up WF Central.
As I am logging into various sites, if I go to the WF dashboard page, there is a gold bar at the top with the notice “Wordfence installation is incomplete”, and a button to “Resume Installation”. When I click the button, it gives me the space to put in my email address, accept the terms, etc. as if it were a first-time set up. The next page is where a premium level license key would go, I simply click “no thanks”.
At first, I thought it might’ve been that we just didn’t get the setups completed when we were adding sites to WF Central. But now I’ve realized that it’s happening on sites that I have repeatedly completed the installation for.
If I log out and log immediately back in, I don’t get the gold bar notification, even if I login in a incognito window – so cookies are not involved (at least I don’t think so).
I’ve also tried logging out of the website, triggering a scan from WF Central, and logging back in, but that did not trigger a new gold bar notification.
I’ll try to continue watching for when these seem to come back, but I’m wondering if you have seen this before and know what might be causing it? It is getting a little tedious resuming installation again and again and again. ??
