What are the best Free and Paid option to customise Twenty Sixteen theme?

    It has been couple of years I have not got into customizing wordpress. Latest versions has only code (.php) theme files and no template files to *FULLY* customize them. What are the free and paid options available to customize the default twenty sixteen theme every bit of it. Even customize and remove certain elements of the theme… like say remove side bar, move the search to header, move the meta to footer and have the links appear side by side in footer instead of one below the other.
    I basically want to customize every bit of the theme including moving around the UI elements in every page and make them look different.

    I looked at csshero but not sure if it will allow me to do everything I need. before i commit into something, I request your help and suggestions.
